Artificial intelligence is advancing at an unprecedented pace, transforming the economy, society, security, work, information, and decision-making processes. However, while technological capabilities are growing rapidly, governance models, regulations, and oversight mechanisms are struggling to keep up. It is precisely in response to this growing asymmetry that the United Nations has launched the AI Governance for Humanity Lab, a new international initiative aimed at strengthening global cooperation on AI governance. The laboratory, hosted within the United Nations Office for Digital and Emerging Technologies (ODET) and based in Valencia, Spain, was created with a clear objective: to establish a connection point among governments, international organizations, businesses, academia, and civil society in order to develop shared approaches to the regulation and management of artificial intelligence.

From Technological Competition to Global Governance

In recent years, AI has become one of the primary arenas of geopolitical competition. Major powers are investing heavily in the development of generative models, computing infrastructures, autonomous systems, and strategic applications. In this context, there is a risk that decisions about the future of artificial intelligence may become concentrated in the hands of a few technology players or a limited number of countries. According to the United Nations, AI governance cannot be left solely to market dynamics or national initiatives. The transnational nature of the technology requires global cooperation mechanisms capable of ensuring inclusion, interoperability, and the protection of fundamental rights. For this reason, the United Nations General Assembly has promoted a new international architecture based on two main pillars:
  • the Independent International Scientific Panel on Artificial Intelligence, tasked with providing independent scientific assessments of AI risks and opportunities;
  • the Global Dialogue on AI Governance, a multilateral forum through which all 193 UN Member States can participate in defining future global rules.
The AI Governance for Humanity Lab was created specifically to support this emerging governance ecosystem.

A Laboratory for Turning Principles into Operational Practices

Unlike traditional regulatory structures, the Lab was not established as a regulatory body. Its purpose is to foster concrete collaboration among stakeholders and transform theoretical principles into practical solutions. The initiative develops along three fundamental directions.

1. Network Mobilization

The laboratory builds international networks involving AI governance experts, public institutions, civil society organizations, universities, and private-sector actors. The objective is to gather diverse perspectives and promote more balanced representation of different regions of the world in global decision-making processes.

2. Policy Analysis and Shared Learning

The Lab conducts monitoring activities and comparative analyses of artificial intelligence policies adopted across different geographical contexts. Through horizon scanning and the study of regulatory developments, it seeks to identify convergences, divergences, and potential areas of cooperation among different regulatory models.

3. Innovation in AI Governance

One of the most innovative aspects concerns the experimentation of new governance tools. The laboratory works alongside scientists, technologists, artists, civic organizations, and industry stakeholders to develop collaborative methodologies that can later be adopted in international regulatory processes.

The Central Role of Transparency, Accountability, and Human Rights

Among the key issues addressed by the Lab is the need to understand how organizations are implementing AI governance frameworks in practice. To this end, a program has been launched to analyze industrial AI governance practices, with particular attention to generative artificial intelligence systems and autonomous agents. The objective is to assess how principles such as the following are being applied:
  • system safety and reliability;
  • algorithmic transparency;
  • organizational accountability;
  • human oversight;
  • protection of fundamental rights;
  • bias mitigation;
  • management of emerging risks.
The central issue is that AI is not merely a technology but a structural transformation capable of influencing economic, social, cultural, and geopolitical dynamics. For this reason, governance cannot be limited to technical aspects alone; it must integrate ethical, legal, and institutional principles.

An Inclusive Approach to Prevent New Inequalities

One of the challenges highlighted in UN documents concerns the significant imbalance in participation within international AI governance processes. Recent analyses show that many countries in the Global South have so far been excluded from major international initiatives dedicated to regulating artificial intelligence. This risk of fragmentation could generate new forms of technological dependency and further widen the existing digital divide. The AI Governance for Humanity Lab therefore aims to build a more inclusive model in which rule-making is not monopolized by a small number of dominant actors but instead incorporates a plurality of cultural, economic, and social perspectives.

From Regulation to Global Cooperation

The initiative is part of the broader effort launched by the United Nations through the Global Digital Compact and the Governing AI for Humanity report, both of which identified the need to develop international AI governance based on cooperation, human rights, sustainable development, and shared responsibility. The challenge is not limited to risk prevention. It is also about guiding innovation toward collective goals and ensuring that the benefits of artificial intelligence are distributed fairly and sustainably.

A Matter of Governing Digital Humanity

The AI Governance for Humanity Lab represents one of the most ambitious attempts to build an international governance framework for artificial intelligence before technological progress surpasses the capacity of institutions to understand and regulate it. The real issue at stake is not merely controlling AI, but defining the rules that will govern the future global digital society. In a context characterized by geopolitical competition, technological concentration, and the growing automation of decision-making processes, the governance of artificial intelligence is increasingly becoming a matter of governing humanity itself. For this reason, the United Nations laboratory is not simply a new research or coordination center, but a strategic building block in the creation of a global cooperation model capable of combining innovation, security, rights, and human development.
